MINUTES OF REGULAR BOARD MEETING

April 11, 2023

President Moody opened the Committee on American Civics Hearing at 5:45. Staff Presented: 

American Civics Checklist

Committee on American Civics Checklist for the calendar year 2023, The board appointed three members to serve on the committee on Instruction and Americanism: Susan Bolling, Diane Teadtke and Kristine Flyinghawk

 

The Committee on American Civics met on the following dates: October 10, 2022, and April 11, 2023(At least two meetings a year are required.) The Committee accepted public Testimony on the following date: October 10, 2022.

 

The Committee completed the following tasks (check when completed):

 __X__ Minutes of the Committee on American Civics’ meetings have been kept and show the time and place of the meeting, which members were present or absent, and the substance and details of all matters discussed. October 11, 2021 Board Meeting Notes

_X___ Confirmed the District’s social studies curriculum is aligned with NDE standards. 

_X___ Confirmed that the District’s social studies curriculum stresses the required patriotic themes. 

_X__ Confirmed that the District’s social studies curriculum includes a requirement, in accordance with state law, that high school students (i) complete a written test; (ii) attend a public meeting; or (iii) present or write a paper on an appropriate topic. 

_X___ Confirmed that the curriculum approved by the Committee is available for public inspection. 

_X___ Confirmed that the District’s social studies curriculum includes all required components, in accordance with state law and NDE standards, including (a) one hour per week of patriotic instruction for grade levels below sixth grade; (b) a set amount of time to teach American history for grade levels from fifth grade to eighth grade; and (c) at least two courses in high school that teach American civics. 

_X___ Confirmed that the District will conduct appropriate patriotic exercises for the following holidays: George Washington’s birthday, Abraham Lincoln’s birthday, Dr. Martin Luther King, Jr.’s birthday, Native American Heritage Day, Constitution Day, Memorial Day, Veterans Day, and Thanksgiving Day.

 

President Moody closed the Hearing at 5:58 p.m.

 

Chairman Moody called the regular meeting to order at 6:00 p.m. It was noted that LB898 dealing with Open Meeting Laws was duly posted. The Pledge of Allegiance was recited by all present.

 

Motion by Teadtke and Seconded by Flyinghawk to approve the agenda. RCV: Adema-aye, Bolling-aye, Teadtke-aye, Paulsen-aye, Flyinghawk-aye, Moody-aye, Motion Approved. 

 

Motion by Adema and seconded by Paulsen to approve the minutes from the regular meeting held on March 13, 2023. RCV: Bolling-aye, Teadtke-aye, Paulsen-aye, Flyinghawk-aye, Moody-aye, Adema-aye. Motion Approved.

 

The following bills were presented.

 

Motion by Teadtke and seconded by Bolling to approve the bills as presented: RCV: Teadtke-aye, Paulsen-aye, Flyinghawk-aye, Moody-aye, Adema-aye, Bolling-aye. Motion Approved.  

 

The financial report was presented.  Motion by Flyinghawk and seconded by Bolling to approve the financial report. RCV: Teadtke-aye, Paulsen-aye, Flyinghawk-aye, Moody-aye, Adema-aye, Bolling-aye. Motion Approved.  

 

Bob Soukup with Carlson West Povondra Architects and Eric Crouch with Crouch Recreation via phone call discussed playground project and will develop a request for proposal (RFP) for the construction portion of the project.

 

Motion by Flyinghawk and seconded by Bolling to approve the resignation of Jill Stark with regret at the conclusion of duties for the 2022-2023 school year. RCV: Paulsen-aye, Flyinghawk-aye, Moody-aye, Adema-aye, Bolling-aye, Teadtke-aye. Motion Approved. 

 

 

REDUCTION IN FORCE RESOLUTION

 

WHEREAS there have been changes in circumstances in the form of significant state aid reduction, loss of federal funding, increased costs of supplies and personnel, levy limitations, and other changes; and

 

WHEREAS the board of education is committed to providing the students and patrons of the Niobrara Public School District with an educational program that is of high quality and efficient; and

 

WHEREAS the board of education believes that the school district may provide some education programs on a reduced basis:

 

NOW, THEREFORE, BE IT RESOLVED that, beginning with the2023–2024 school year, the programs listed below be reduced by the full-time equivalent (FTE) percentage set out below; that the staff be reduced by the full-time equivalent percent listed below; that the superintendent of schools make necessary assignments and reassignments; and that the superintendent notify the persons affected by the reductions:

 

Program To Be Reduced Percent of FTE Reduction: 1.0 FTE ESSRS III Contracted Substitute Teacher

 

After the above resolution was read, board member Teadtke moved for its passage. Member Flyinghawk seconded the motion. After discussion and on roll call vote, the following board members voted in favor of the motion: Flyinghawk, Moody, Adema, Bolling, Teadtke, Paulsen.

The following board members voted against the motion: none.

The following board members did not vote: none.

A majority of a quorum of the board having consented to the resolution, the president declared it adopted.

It was the consensus of the board to research expending remaining ESSERS lll funds.

 

Motion by Adema and seconded by Teadtke to approve the Indian Policies and Procedures for the Fiscal Year 2024 as presented. RCV: Adema-aye, Bolling-aye, Teadtke-aye, Paulsen-aye, Flyinghawk-aye, Moody-aye, Motion Approved.

 

Motion by Bolling and seconded by Teadtke to approve the first reading of change in Policy 706.01. RCV: Bolling-aye, Teadtke-aye, Paulsen-aye, Flyinghawk-aye, Moody-aye, Adema-aye. Motion Approved.

 

The board set April 24, 2023, at 5 pm to discuss Special Building Investments and RFP for construction.

 

The board will set a retreat with NASB for May 2, 2023.

 

Teacher Reports were given.

 

Administrative Reports were given.

 

The meeting was adjourned at 7:54 p.m. The next meetings are scheduled for April 24, 2023, at 5p.m. and May 8, 2023, at 7:00 p.m.
