Chairman Moody called the regular meeting to order at 6:00 p.m. It was noted that LB898 dealing with Open Meeting Laws was duly posted. The Pledge of Allegiance was recited by all present.
Motion by Teadtke and Seconded by Bolling to approve the agenda. RCV: Adema-aye, Flyinghawk-aye, Teadtke-aye, Paulsen-aye, Bolling-aye, Moody-aye. Motion Approved.
Motion by Bolling and seconded by Flyinghawk to approve the minutes from the regular meeting held on November 13, 2023. RCV: Flyinghawk-aye, Teadtke-aye, Paulsen-aye, Bolling-aye, Moody-aye, Adema-aye. Motion Approved.
Motion by Adema and seconded by Flyinghawk to approve the bills as presented. RCV: Teadtke-aye, Paulsen-aye, Bolling-aye, Moody-aye, Adema-aye, Flyinghawk-aye. Motion Approved.
The financial report was presented. Motion by Bolling and seconded by Teadtke to approve the financial report. RCV: Paulsen-aye, Bolling-aye, Moody-aye, Adema-aye, Flyinghawk-aye, Teadtke-aye. Motion Approved.
Motion by Bolling and seconded by Teadtke to retain Moody as president of Niobrara Public School Board for 2024. RCV: Bolling-aye, Moody-aye, Adema-aye, Flyinghawk-aye, Teadtke-aye, Paulsen-aye. Motion Approved.
Motion by Bolling and seconded by Teadtke to retain Adema as vice-president of Niobrara Public School Board for 2024. RCV: Adema-aye, Flyinghawk-aye, Teadtke-aye, Paulsen-aye, Bolling-aye, Moody-aye. Motion Approved.
Motion by Adema and seconded by Flyinghawk to appoint Bolling as Secretary and Teadtke as Treasurer of the Niobrara Public School Board for 2024. RCV: Flyinghawk-aye, Teadtke-aye, Paulsen-aye, Bolling-aye, Moody-ay, Adema-aye. Motion Approved.
The following committees were presented.
Transportation Committee: Bolling, Adema, Moody
Buildings and Grounds Committee: Bolling, Adema, Paulsen
Negotiations Committee: Teadtke, Paulsen, Flyinghawk
Instruction and Americanism Committee: Teadtke, Bolling, Flyinghawk
Motion by Adema and seconded by Teadtke to appoint the Committees as presented for Niobrara Public School for 2024. RCV: Flyinghawk-aye, Teadtke-aye, Paulsen-aye, Bolling-aye, Moody-ay, Adema-aye.
Motion by Adema and seconded by Teadtke to approve the following authorized signatures and number of signatures required for bank accounts held at Farmers & Merchants State Bank, Niobrara, Nebraska. RCV: Teadtke-aye, Paulsen-aye, Bolling-aye, Mood-aye, Adema-aye, Flyinghawk-aye. Motion Approved.

In addition, Superintendent of Schools, Margaret Sandoz or Business Manager, Susan Hillman are authorized by their individual signatures to transfer funds from and to all the above accounts as well as invest new funds in Certificates of Deposits or endorse any Certificates of Deposit for the purpose of renewing or cashing. Superintendent of Schools, Margaret Sandoz or Business Manager, Susan Hillman is authorized to open any new accounts or close existing accounts at any time.

Year one-24/25
Keep Insurance
$850 increase on base-$39,450
Step down on all columns
Add on extra duty schedule-Distance Learning/Dual Credit per semester.
Year two-25/26
Keep Insurance
If insurance increased by 5% or more, usthe board reserves the right to reopen negotiations.

Motion by Bolling and seconded by Flyinghawk to accept and approve the Negotiations agreement for the 24/25 and 25/26 school years as presented. RCV: Paulsen-aye, Bolling-aye, Moody-aye, Adema-aye, Flyinghawk-aye, Teadtke-aye. Motion approved.
Motion by Teadtke and seconded by Flyinghawk to offer Higgins and Mullinax principal contracts for the 24/25 school year with salary to be determined. RCV: Bolling-aye, Moody-aye, Adema-aye, Flyinghawk-aye, Teadtke-aye, Paulsen-aye. Motion Approved.
Motion by Bolling and seconded by Flyinghawk to approve purchase of 2023 Ford Van for $65,800.00. RCV: Teadtke-aye, Paulsen-aye, Bolling-aye, Moody-abstain, Adema-aye, Flyinghawk-aye. Motion Approved.
Motion by Bolling and seconded by Teadtke to approve purchase of 2024 Ford Expedition for $67,485.00. RCV: Flyinghawk-ay, Teadtke-aye, Paulsen-aye, Bolling-aye, Moody-abstain, Adema-aye. Motion Approved.
Administrative reports were given.
The next meetings are scheduled for January 24, 2024, at 5:00 p.m and February 12, 2024 at 6 p.m. The meeting was adjourned at 6:43 p.m.
